The District was created by an Order of the Texas Water Commission (TCEQ) dated August 20, 1986. The District is located approximately 25 miles west south west of the central business District of the City of Houston, Texas. The District contains 348.215 acres of land. The District is located entirely within Fort Bend County, Texas. The District is located approximately 4 miles south of the intersection of Interstate Highway 10 and the Grand Parkway. The District is located approximately 2 miles north of the intersection of the Grand Parkway and FM 1093. The Grand Parkway bisects the District from north to south and Westheimer Parkway traverses the District from east to west. The District is located entirely within the exclusive extraterritorial jurisdiction of the City of Houston and is it within Katy Independent School District  The entirety of the District is located within the Willow Fork Drainage District.

The Board of Directors for Cinco Municipal Utility District No. 12 meets the second Monday of each month at Cinco Ranch Association, 3022 Windemere Park Lane, Katy, Texas 77494. Meetings generally begin at 6:00 p.m. and are open to the public. The Board welcomes and encourages District residents to attend.
