Notice of Conversion to Chloramine Disinfection – NFBWA – Cinco 1

On June 30, 2026, Cinco MUD 1 water system will begin receiving surface water from the North Fort Bend Regional Water Authority (NFBWA) as part of the plan to reduce groundwater usage in Fort Bend County as mandated by the Harris- Galveston Subsidence District. The NFBWA’s water supply will be disinfected using chloramines which is the best management practice for surface water, and the District is required by the Texas Commission on Environmental Quality (TCEQ) to have a disinfectant system that is compatible with the source water provided by the NFBWA. Therefore, the District is required to change the disinfectant used from chlorine to chloramines. This change is intended to benefit our customers by reducing the levels of disinfection byproducts (DBPs) in the system, while still providing protection from waterborne disease.

However, the change to chloramines can cause problems to persons dependent on dialysis machines. A condition known as hemolytic anemia can occur if the disinfectant is not completely removed from the water that is used for the dialysate. Consequently, the pretreatment scheme used for the dialysis units must include some means, such as a charcoal filter, for removing the chloramine prior to this date. Medical facilities should also determine if additional precautions are required for other medical equipment.

In addition, chloraminated water may be toxic to fish. If you have a fish tank, please make sure that the chemicals or filters that you are using are designed for use in water that has been treated with chloramines. You may also need to change the type of filter that you use for the fish tank.

When the chloraminated water first flushes out the chlorinated water there may be a slight change to taste and odor, and possibly discoloration for a short period of time. This will not compromise the safety of the water.

Your District is Moving to a New Billing Software and Online Customer Portal

We are excited to announce that your District is moving to a new utility billing software system and online customer portal to make managing your account even more convenient! Each resident will need to complete a few required steps to ensure a smooth transition.

What does this mean for you?

New Account Number

  • Each resident will receive a new 6-digit utility account number.
  • This new number will appear on your water bill and must be used for all payments moving forward.

Auto Pay Re-Enroll Required – If your account is currently enrolled in Auto Pay you must login and re-enroll to continue automatic payments.

  • Make a one-time payment if needed to cover your current account balance.
  • Recurring payments will resume with your next billing cycle.

Online Bill Pay Service

  • Your bank will require a new payment ID.
  • Online Bill Payments will have a separate payment ID in the form of (xxxxx-xxxxxxxxxx).

Check Payments – If you are mailing a check, please continue to use the address located on the pre-printed payment coupon.

Customer Portal – View and pay your bill online, including eCheck, debit and credit card options; set up reoccuring payments and sign up for eBills by using the following link:  https://inframark.starnik.net

Our Water District is changing Utility Billing platforms. As a result of the conversion, your autopay will NOT be drafted once converted and will need to be set up in the new customer Portal. An email from WaterDistrict-Inframark@starnik.net will arrive in the next few days with a link to create an account on the Portal and set up your autopay. Please be sure to read the “Register Now” email thoroughly, and if you do not see it, then double-check your spam folders.
